First, BeMMO aka Asobimo not nerf the dual swords.
Second, there are 3 types of attack category in toram.
1. Physical Attack (Physical Skill like Astute, Phantom Slash and etc.)
2. Magical Attack (Magical Skill like Impact, Magic : Arrow and etc.)
3. Normal Attack (Auto Attack)
So basically there is some boss that's 'prorate sensetive' like Metal Stinger, Warmonger, Masked Warrior and etc. So to maintain or decrese the drop of your skill damage, you must do other attack category rather than your physical attack (phantom slash).
If you not understand well, then try something like this on Metal Stinger...
1. Spam Skill Astute (Result : Skill Damage Drop)
2. Use Astute, then auto attack , use astute, then auto attack (Result : Skill Damage better than the 1.)
3. Use Astute, then auto attack 2 times, use astute, then auto attack 2 times (Skill Damage better than the 1. And 2.)

In general, if you want your phantom slash not drop or not drop as much as till 2k. Use some auto attack, especially metal stinger, you need more auto before using combo, if you don't want auto much, i suggest you use merc.

The skill damage is base on your attack stat and the formula of the skill and the cdmg is calculate after your skill damage is calculated. So if your cdmg is same but your attack not same, the highest attack have better skill damage.But there will need to calculate if attack and cdmg not same.

 

Warmonger isnt proration sensitive.
Its damage taken changes by only 1% per attack from a category.
So you will need 2 mercenaries or 150 auto attacks to reach highest value.
