I haven't seen any info about this in the updates can someone tell me what this is it just started happening today and I tried clicking the arrows but nothing happened

It's a target switch option, it's been there from the start.

 

How do I turn it off?

Yeah for real I've been playing for a year and never seen it

 

Similar to tapping and holding the action button to pull up the enemy/npc/player interactions list, you can tap and hold on the ring that appears on the actual enemy, and switch to the nearest enemies by sliding left or right, or cancel (slide up). No one does it cuz the game doesnt tell you about it and its only rly needed in certain circumstances.

it was explained in the tutorial, where you had to attack Helm Colon but not Pico.
it's also one of the loading screen tips.

 

No one reads tutorials or loading screen tips in games in this era

 

Agreed. I usually skip tutorials made by the devs. I preffer learn by experimenting.
