Is there a way to whisper someone you haven't met ingame yet?

Or a way to add him to friends list.
    Example :
I posted on the market section of the forums. Then I found a good deal. Chances are we do not know each other's online time(and different timezones makes ridiculously harder).

So how do I contact someone I've never met ingame?

You can ask them to meet you at somewhere in the map

That's not practical considering some folks do not actively check forums, so I could be waiting for someone who hasn't even read my post until several hours later.
And if we both set a specific time/date to meet, anything could happen within the day that may lead to one of us failing to show up.

Indeed, I'd like it if they incorporate a way of whispering someone directly from anywhere. For example: writing that someone's name before the message would send it to them.

Oh well, that's not my problem. If it's not practical for you, then don't do it. Thing is you won't get anything done at forums otherwise. This is the most practical method.
