    In other words its helpful but not necessary.

    Doesn't work that way.

    It's +5% = reduce 1 sec cooldown, with maximum barrier cooldown at 10 seconds. Can't be lower than that.

    So technically you need +100% barrier cooldown to have the least cooldown time of 10 seconds. (20 seconds reduction)
