Idk if anyone has said this yet but im pretty sure Chakra's dmg reduction is applied not only during the buff, but during the charge time used to cast the skill.

No yeah i tested it, it reduces damage an unlimited amount of times (during charge up).

Depends on what your doing.

If you're a tank using it for mini boss farming or other instances where you can afford to sit around not generating aggro. Maybe. Would be cool to see 4 or 5 second Chakra's there. The only other place I'd favor it is with enemies that have long duration unavoidable attacks, like Masked Warrior.

Otherwise, shorter cast time is better.

Most red/blue circles only last a few frames tops, regardless of if they're multi or single hit. If you're going to Chakra through it, you don't want to sit there longer to get hit again. However, if you're going to get hit and you know you will. Let Chakra's buff do it's work. If you're going to take 2 hits and the Chakra buff just won't do the trick, just Chakra again.

 

Tested it myself. Doesn't happen. The damage reduction only happens once the skill buff is up.
