Element Exploition vs Crit

when a hit is supposed to miss, but still hits because of another effect, it becomes a grazed hit.
most often this happens with critical, but can also happen with normal hits, because of the minimum accuracy.
minimum accuracy differs by weapon type. staff has the highest with 30%.
so even if you have negative accuracy, a staff has always a 30% chance to hit (graze).
