How should I increase the hit rate of my strike stab? I am still lvl 130 but strike stab misses quite a lot

 

It would be better to focus on your critical rate (crits always hit unless your target evades). Strike stab has a -50% critical rate penalty, so you would have to get your critical rate to 200, which is too difficult, but you can use punish ray before strike stab to get 100% critical rate easily. (punish ray gives critical rate +10*skill level (100) to the next attack. Strike stab's crit rate penalty doesn't affect buffs). Another option would be to get your critical rate to 120 (60 for strike stab), and use meikyo shisui before it (gives next skill +40 critical rate).

The penalty only goes to % and base crit rate, not flat crit rate. Lv9 pray should be enough.
Lv9 pray = 90 cr flat
Base crit = 25% * 50%from penalty=12.5%
Total 112.5%

 

Crit gear (at least 14 I'd say for armor), a7cd15cc15 on spear and goth hat with protos helps me hit with strike stab consistently
