INT and DEX for maximum magic power.
for the 3rd stat (defense) you can choose between AGI for speed and evasion or VIT for health and defense.
or if you like attacking so much, you can also pick STR and go all out with magical and physical attacks.

Shields are most effective with heavy armor, which best combined with INT and VIT.
if you like Shields, go for INT DEX VIT.

if you like speed and evasion, see my Illusionist class guide (in my signature) =(^.^)=

of course there are many more options:

    Black Mage:
stand in the backrow, use strong ranged attacks and inflict status ailments
INT DEX STR, Staff + Arrow with Magic and Shot skills

    White Mage:
buff and heal the party with your skills.
INT DEX VIT, Staff + Shield with Magic, Shield and Priest skills
Support skills are optional at the cost of Magic skills
    Heavy Armor

    Time Mage:
    the fastest of all magicians.
INT AGI DEX, Staff + Dagger with Magic Skills
    optional Dagger skills
    Light Armor

    Red Mage:
have a big arsenal of various abilities, adjust your fighting strategy according to the situation.
INT STR DEX, Staff + Dagger with Magic and Dagger skills
    optional Priest Skills

    Sage:
the middle path between Black and White Mage
INT DEX VIT, Staff + Shield with Magic and Shield skills
    Heavy Armor

    War Mage:
    be a "muscle wizard"
INT STR DEX, Staff + Knuckle with Magic and Martial skills

    Fairy Wizard:
fast and nimble with well balanced attacks.
INT AGI DEX, Magic Device with Magic Skills
    optional Martial skills.
    Light Armor

    Fairy Knight:
another variant of the Fairy Wizard, with less speed but more toughness
INT AGI DEX (or VIT), Magic Device with Magic skills
    optional Martial Skills
    Heavy Armor

Please not that INT adds 4matk/point while DEX only gives 1matk/point
