How to get Storm impact skill?

I always wandering why my friend shes still level 30+ but she always using impact storm skill while farming and i'm level 51 but still using wall fire skill then i come to library to buy Magic skill level 3. But i can't buy it it says i should level 70 to buy...Omg....
can some one help me to get it or explain it to me why?

 

The level 30+ isn't your friend's highest level character. You need 1 character to be level 70 to unlock Magic Skills level 3 and as long as you have that 1 character level 70+ you can buy Magic Skills level 3 on any other character you make to learn those two skills ^.^
