If you are talking about binding strike yep coz ele doesnt work on it but tempest nope ele works on it perfectly.

 

My friend and me used only 2s equips for halberd and my 2H. this was us on WARMONGER HARD ........ We used no POTS and no GEMS

 

That just means your 2h is better at immediate burst damage but you are forgetting consistency is also important in dps, your 4-6mp combo can be faster than halberd for a fight that lasts only 2sec but what if a fight longer than 3min? Can you keep using your burst combo without the use of mana potion?

2h can win on both tank and breaker rank.

i said 2h is good at specific bosses while halberd on others. but ive faced halberds on nightmare warmong aswell and still won. me and my friend did roga afterwards and he beat me there. it varies on the boss... in for dps we tested for who has superior burst dmg.. and as for the 3min most boss dont last 3 min. 2h will out dps halberd on specific bosses or for my claim warmonger for up to 15 sec.. but by the time the 15 seconds are over ill already have depleated over 1m health of warmonger. i dont test many bosses. i stick to earth bosses like ganglef, warmonger, iconos etc...
