nc quest need finished ancient empress quest ?

    i want to ask is nc quest need finishing ancient empress quest or just need level 50 up?

    you need to defeat Boss Roga to gain access to the Empress Tomb ;)
    otherwise the gate is sealed.
    you can still cheat your way in there by receiving a teleport feather from another player, but the quest is unavailable until you open the gate.
