But just in case u're lazy to find them:
For stats atk7%stat7%cd7%:
Minimum Potential: 56
Step 1: add hpRec-7%, mdef-7%, dodge-7 (182pot left)
Step 2: add stat+7%, atk+7%, cdmg+7% (-28=94%)
*pot60=-24=100%
*pot59=-25=98%
*pot58=-26=97%
*pot57=-27=96%
*pot55=-29=93%
*pot54=-30=91%

For stats a7%cd14cd7%:
Minimum Potential: 38
Step 1: add cdmg+3% (8pot left)
Step 2: add cdmg+1 (5pot left)
Step 3: hpRec-7%, mdef-7%, dodge-7 (156pot left)
Step 4: modify cdmg 13 times, each time adding +1, to end with cdmg+14 (117pot left)
Step 5: add atk+7%, cdmg+7% (-15=100%)
