Noob question on storm

As a newbie mage I have this ridiculously embarassing question...

How do you get Storm? I mean I know you get it in lvl 70 and stuff but I see a lot of lvl 50 or so running around using storm. So how do you get it at an earlier level? Or am I just mistaken?

 

Buy it in Library.

It's a "Level 3 - Magic Skill"
And can only be purchased if your character level is at 70+. ^~^

P.S.
Can be purchased by a low level character if you had one 70+ character that had this skill. ^~^

They are low levels and can use storm because they already have a level 70+ character. So they can buy level 70 skills with any other char.
If their level 70+ is deleted, then they won't be able to buy them. Need to have a 70+ for it to work.

i guess you have see it yourself by now, but ...
yes, you can!

it's the same for bs and alchemy recipes, as long as any of your chars is at the right level, it is unlocked for everyone.
just like the shared inventory.
only quests are unlocked individually.
