I want to get Magic: Storm as early as possible so I can try to farm materials easier, but from what I've seen I can only learn it at the 3rd skill tier. I've bought and learned the 2nd tier, but that required me to be at level 30, and tier 3 requires me to be at level 70! However I've seen other places where people have been much lower lvls and still using it like in this video at about 1:15, he's using it at lvl 25.

Is/are there any way(s) to get Magic:Storm earlier?

As Stigma and Kornwall said you just need one level 70 character to get Storm on any character you have and if you have 15 of the skill point emblems you can learn level 1 Storm at level 1. I have 25 of the skill point emblems and usually make my Test character that I use for low level alchemy testing as update changes occur a mage with Storm level 10 at level 1 ^^

It seems like the best way to progress is to grind up your first character to Level 70. As a new player, this is probably the biggest challenge.

For first character to reach lv 70, I suggest doing the main quest till u open nc quest, lv 50 will follow by itself by the time u face ancient empress. Lv 50 - lv 70 don't require much nc stacks to achieve. U can refer to nc exp calculator if u want to know the details. It is on game guide sub forum.

Thank you for that calculator. I tried it out and found that I need 23 stacks to get to 70 from 50. I think for first time players, that cost is not doable. :(

From what I learned, it seems like doing the main quest is the most efficient way to level up until you unlock Storm. Of course, as a total newbie, please feel free to correct me on this.

For the new players, I recommend you to create a mage at the as your first character. You can lvl it up faster and u can use it as a farmer. You can even avoid being in a dilemma of resetting your character. As it saves you the precious oblivion book and reset stat book. Well this is just my recommendation, no reason to bring up an argument.

To unlock the 3rd tier skill, all you need is to have a lvl70 character once.

To reach lvl70 easily, I prefer doing Main Story Quest until you reach lvl70. A few tips to easily pass thru the Main Quest:
    1. Get a strong mercenary friends, They are extremely useful during boss fights or regular hunts for MQ
    2. If the boss you are facing too difficult, you can escape and retry the boss fight with easy difficulty. It's a major time saver

Man, thanks guys. This is a lot of really good info. Although, I made the terrible mistake of trying to lvl 5 different characters simultaneously at first. So, most of my characters are lvl 19-26 ish, then I have 2 other characters: lvl 34 dual sword user and lvl 30 staff user. My next main quest boss is a lvl 47 (the guy I think is in/near fiery mountain). So, I'm just gonna keep farming shell masks for nisel wood and bitter nuts (for the quests, ofc) until im strong enough to beat that giant canine/behemoth/fenrir on crack/or whatever genus it is, then hopefully be able to continue the main quest from there.

You can also too escape the boss battle, and retry with easier difficulty. Most boss fight didn't aggro to you right away and you have around 15 seconds on the beginning to escape the battle early. Just in case, I write how I usually do the MQ boss fights:
    1. As the battle begins, DON'T ATTACK the boss. If the NPC aggro the boss, ignore the fight
    2. Search the escape portal (usually behind you), stand there for 10 seconds to escape the battle
    3. Once you quit the boss fight, approach the Boss battle screen, tap the difficulty to the left to access easy difficulty. To make sure that you select a correct difficulty, the "Use support item" choice become unavailable
    4. Re-engage the boss fight with easy difficulty.
Easy difficulty really turned the boss down. It had around 10-15% of it original power compared to normal one. With a good mercenary friend (I had a friend with lvl102 mercenary), you can literally one-shot it and quickly ends the battle. I've done this up until Carberus boss fight and it's a major time saver for me to quickly reach the EXP reward from MQ.

Mochello had around 16000 HP for normal difficulty, if you turn it to easy, that thing would had an equal HP as Colon Boss
