Question about aggravate

I tried searching the forum but I didn't see anything about this. So if it was already answered I'm sorry I didn't see it.

When computing for the damage drop off of attacks, are aggravate procs considered as a normal attack or a skill attack?
I seem to notice my skill's damage drops whenever I use after multiple procs of aggravate.

 

normal attack, counted as 1 attack on damage drop off,
so if you do a normal attack with aggravate effect, that's counted as 1 attack
