    depends on the situation :p

    damage modifiers like elements affect the final damage dealt after considering the monsters defence.
    stat modifiers affect your attack, and therefore damage dealt, before considering the monsters defence.

    defence works "anti-exponential".
    that means as the difference between attack and defence gets lower, the damage reduction effect of defence increases.
    likewise the effect decreases as the difference gets higher.

    so, if the monster you fight has high defence, increasing your attack might result in more damage than multiplying the reduced damage.
    if the monster's defence is low, multiplying the damage will bring better results than an increase in attack.
