Noobi Question

Hello guys
im already playing this game about 3 weeks, my chara lvl 150 (fail chara) now my first chara lvl 138 knuckle dagger, Hb Luck lv 61, BS tec dex lv 40
already reset skill tree 2 times, re-create chara 3 times
i wanna ask about star gem and other things that i didnt understand on this game
1. is stargem lvl same as skill tree lvl ? ex: hidden arm lv 10 (stargem) = hidden arm lvl 10 (skill tree ) ?
2. is hidden arm and aggravate efective with decoy shoot skill (its about ampr) ?
3. and about accuracy and evasion lvl cap, cause its hurt when ur ultimate skill missed

star gems and skill points are handled separately and cannot stack.
if you have both, the one with higher level will be used.
but having a star gem at lv5 doesn't unlock the next skill on the skill tree.

decoy shot is a buff skill that triggers a placed attack instance based on your atk power and attack speed, but it does not count as normal attack. therefore it is unaffected by any normal attack enhancing effects.

evasion rate caps at 75% and is not affected by accuracy.
dodge rate also caps at 75%, but the actual value is calculated from the hit and flee stats, which both have no limit.
"Anticipate" negates evasion, but caps at 30%.
