I'm planning on building my BS TEC>DEX with CF/Snipe semi-DPS build. Any recommended cheap/drop bow/bowgun? And I heard Diver's Bowgun is a bowgun for tanks, is it true or is there any DPS using it?

It's more suited for tanks, because of the 100 flat crit (and the base atk is low for a dps). You're better of statting your own BG to suit your style and needs. If you farm Tuscog, you could try your hand at its BG drop (provided you have enough crit).

Its for tanks. Why would you use a statless (excluding the +100 CR), low attack bowgun for dps?

I have used Diver Bowgun for my bs tec-dex and str-dex because it was the first bg with 100 CRT in my equipment is full CDMG and ATK. When the Cone Horn lll was able to create, I changed the diver bowgun for cone horn lll to increase my little damage. The damage is bad in NM or ULT boss but in miniboss is able.
Finally, Is better use a 4th anniv bg for Player BS because is cheap or the best case use a Bow for the 100% armor break for increase damage in nm/ult boss.

Im using 4th anniv bowgun lX NPC for NM or ULT boss and Cone Horn lll for miniboss.

I see... Thanks a lot! What about Aqua Shooter or other available drop items or NPC-crafted weapons?

The Aqua Shooter is in the same situation as the Diver's Bowgun. Although the 90% stability seems compelling, it gets negated through -100% Accuracy.
If you want to take fully advantage of CF, choose the bow. But if you want something in your subhand (other than an arrow or a katana for bowtana) then choose the bowgun. [And live with the fact that you won't be able to dish out consistent (relatively) high damage due to the bg's low stability.]

You could get a clean NS 4th Anniv XI Bowgun and stat A7CCCD__ (idk your statter lv.) and try to refine it to at least +B (if you have the budget). Get a 0-1 piercer and put a crysta of your choice in. And if you're lucky you get a free BG piercer from someone ... who knows

Or use the NPC version of the 4th Anniv Bowgun XI (if you have it) or like I mentioned in my earlier response the Porucpine Crossbow (has 60% stability, like the 4th Anniv Bow). Just get enough crit through the ring, add, and arm (and/ or the subhand weapon). You could also use the Double Barrel if you heavily depend on Decoy for MP anyway.
