HIT and FLEE are compared to calculate the Dodge Rate, which will make attacks miss.
if FLEE is 300 points higher than HIT, the Dodge Rate reaches the maximum.
since there is a minimum Accuracy of 25%, Dodge Rate can't exceed 75%.
the Assassin Skill "Foresight" lowers minimum Accuracy to 15%, raising the maximum Dodge Rate to 85%.
this applies to all physical and fractional attacks, unless they have Perfect Aim or are critical hits.
while this sounds good, Asobimo fucked it up by giving many boss attacks 100% critical rate and 6000 HIT.

Evasion has a set chance of activating, if Dodge has failed. but it may only activate against attacks from your target, when it is targeting you as well. this means that if an AoE is directed at you, but the aggro is on someone else, you cannot activate Evasion.
critical hits can be evaded, if the conditions are met.
the maximum Evasion Rate is 75%.
