Best damage output build?

Hey guys it's me again. I'm gonna buy a book of Oblivion tomorrow. But I need recommendation on skill assigning and Wich xtals and stats on weapon armor hat and accessory

I want to make a tenryu ransei with garyou as finisher or nuke meanwhile fighting.

I don't have modestia so that's a minus for me. Any suggestion?

 

For best damage output you should not use Modestia, use elemental weapons, so don't bother about that.
