Ok so I got my bs to lvl 40 and I did 34 str and 33 vit to do armor and 2h swords when I hit 40 I put 40 points into tech and I have a lot of skill points I just don't know what skills to max so if anyone can help me on what skills I should max and is 33str 34vit and 40 tec good for crafting? Also my proficiency is lvl 9 but my lvl is 29 for stuff I can craft wat is the difference when I raise my prof level to 10 my lvl will go to 30 so how can my other lvl be higher than prof if they effect each other?

So the first thing you should know is each 10 points on str can increase the potential points on sword and each 10 points on vit can increase the potential points on armor.
Therefore if you want to create a better armor or sword, you should go with pure stats.
Tech will increase the rate to success crafting the weapon .
Each 2 tech points +1 lvl of proficiency.
Tech point can also increase the rate to success refining.
It can increase the range of +/- the potential points by upgrading your weapon.
You should make different characters for different thing you are crafting.
Such as pure tech points for refine and upgrading your weapon.
Ex. Pure int for crafting staff.
    ----------------------------------------------------------------------
If your character is for refine and upgrade, go max the skill on refine and upgrade, just put 5 points for create weapon to unlock upgrade weapon.
    ----------------------------------------------------------------------
If your character is for create weapon, max the create equipment. And there you have left many skill points to lvl up other battle skills depends on your pure stats.
    ----------------------------------------------------------------------
Tip: for example you have 142 points when you are lvl 50, and you are not putting on tech, you should put 140 on pure stats and leave 2 points. Because 10 points each +1 potential point. 2 points is not gonna add 0.2 potential point anyway. You might want to save it up for other use

You can either reset the stats by using the special item (forgot the name) or orbs *8.
Other way of doing it is to delete the character and create a new one. (Not too late if you are lvl 40) but you will alsovhave to craft again to lvl up the proficiency)
