Nope, it's for the 500 + (skill lvl * 100), the cap is 1000 for a total of *10 multiplier.

 

On the hindsight, yes. Although, technically dark stinger and demon claw does too.

 

Sorry for my poor understanding,

500 + (skill lvl * 100)/100 , if Skill Level is 10
500 + (10*100)/100
= 500 + 1000/100
= 500 + 10
= 510 ??@.@??

 

i put (cap is 1000) on the end as a note for the whole formula. For lvl 10 it'll be:
500 + (10 * 100)
500 + 1000
= 1500 ( cap is 1000) -> total multiplier 1000/100 = * 10
