How to raise equipment creation chance ?

Basically I'm a new black smith and was wondering how you can raise success chance is it as simple as raise proficient Lvl?
Also what's max prof lvl?

 

if your profiency level is greater than the item difficulty, success rate will increase (up to 100%).
besides that, only TECH stat increases success, but only a little.

by default max profiency is 50.
the skills Novice Anvil and *forgot name* Anvil raise the cap to 150.
