   xmas event quest.
   each chapter rewards a different material.
   
   if the items that need sacred snow crystal are the last on the list, then it is from the latest chapter.
   you can start the quest by talking to Pelulu in Navida City.
   (you must have cleared all the previous xmas quests to unlock the next one)
