why does my power differ a lot between katana and bow even though none of them are particularly strong? Is there a way I could fix that?

There is nothing you can do about it.
"Power" comes from your raw attack power, which comes from weapon attack and stats (player's stat or eq's stat)
Katana's weapon attack is very, very low. Katana's damage came from skill multiplier, passive skills, crits, and unsheathe modifier. Bow, on the other hand, also has low watk, but usually, it's still twice of katana's watk (speaking for equal tier weapon like anniv weapon). That's why your bow has higher "power" than your katana.

If you want to make a bodyguard that has high power, choose weapon with tremendous watk and the one that gets HUGE increment from player's stat. Currently, undeniably, the best weapon to make an attacker bodyguard is 2H, since:
    1. Gigantic watk
    2. 3 atk pts from str and 1 atk pts form dex
    3. Having dex as it's secondary stat means more accuracy, and that means you will hit your enemy more often (since bodyguard can't crit)
    4. Has 3m range, which makes it safe from those nasty 2m radius spikes.
