Mp charge is "charged" not "casted"
It has a fixed delay time

thx for clarification. therefore any amount of cspd wouldn't remove the cast time for the mpcharge?(also if storm can be insta casted?) i do undertand that the "charge" is the animation, ryt?

Nope. It can reduce by miliseconds but not remove it.

MP Charge has a set charge time of 6 seconds at lv10.
cspd can reduce it by up to 1 second, which happens at 1k cspd.
MD bonus shortens the time by 2 seconds, Staff bonus by 3 seconds.
(MD sub weapon will not take effect when the main weapon is a Staff, you'll only get the Staff bonus)

cspd reduces cast time of skills by 1% for every 20 cspd.
at 1k cspd you'll get 50% cast time reduction and the effect decreases. from here on you need 180 cspd for 1% reduction.

at 10k cspd you would have 100% cast time reduction, but it does not take away the casting animation. it just removes the delay between opening and closing movements.

Chain Cast will reduce the remaining cast time after applying cspd by 50%, at lv10.
if the remaining cast time is 0, it will boost motion speed by an equal value instead.

if you have 10k cspd, you will always get the motion speed boost from Chain Cast, which has the same effect as using the 'swift' tag in a combo.
and this will only speed up the casting animation, it has no effect on the attack delay of the storm itself.
