That's not possible since attack stat eats a lot of potentials. 7-8% is the max imo for armour.

Weapon is possible. e_e wait for it.

 

its possible i got 80% success at anniv ix weapon 69 pot. hoping maybe there are better steps.

The answer is 100% at str+8% for p71 (and probably even p70 for str8%)
