Weapon will indeed matter... and weapon atk defines your total ATK stat ._.
This includes refine on your weapon as well not to mention the stats on your weapon.

Snipe also gets boosted by elemental arrow and long range% damage stat. Td xta is best xta for sniper (assuming all crit)

what i mean is the weapon type sorry xD.For instance it seem like bowgun snipe's damage is higher than halberd snipe with the same ammount of ATK stat.
Also does stat type like Dex and Str affect the damage output, something like damage wouldn't be as high even if ATK stat is the same when you're adding Str instead of Dex.

Thats just bowgun having 10% more damage on snipe than any other weapon.
Some skills do more dmg with a specific weapon equipped. Tempest(2h>1h) Strike stab(halb>1h) bindstrike(Shield>NoShield) a few examples
Str gives CDMG (1CDMG per 5STR) so obviously Full STR rest DEX would do more dmg than Full DEX rest STR If you manage to get same amount of ATK on both.

Bow is much better for snipe than bowgun mainly because bow does not get the -25% critical nerf on snipe and also because its possible to reach 100% stability on bow without any extra stability% on your gears.
Because of these reasons even tho bowgun got 200 more ATK on them and 10% more damage on snipe than bow it will tend to do less damage than bow on any decent run. People should realize the importance of 85% critical rate(bow) vs 60% critical rate(bowgun) and also 100% stability(bow) vs. 70% stability(bowgun)
I can show the calculation for that too if you want.

Punish ray lvl1 adds +10crt only, punish ray lvl10 adds +100crt.
    The cast time remains unchanged.
