Statter char

Noob question here: If I am not interested in crafting equips, but only want to put stats onto an arm or weapon, is that a thing? How would I build the char is that is the case?
If making a stat-only char is not a thing, what char should I make so I can put stats on my own? (planning on focusing only on 2hs)

If you could provide minimum level of the char, stat distribution for char, and etc. that would be greatly appreciated.

as far as i know, any of your char can be a statter. just gotta learn the skills. the best statter would be max lv since it can give the strongest stats.
