    Currently, Str Max>Agi 92 is hitting harder for dual wields who are solely using dual wield skill tree for attacks (not users who have skills like astute or trigger slash).

    But, as cyph said, it all depends on play style. Hitting hard isn't necessarily best for everyone. Survival, utility and damage are key points of dual wield to decide upon, and you always sacrifice at least one other when choosing.
