This kinda happened to one of my friends but it was plate armor instead. You finished the whole story mode yes? Did you hit atleast lvl 50? I really don't know a certain way to make it appear. Did you fight the boss?

Things unlock as you reach certain levels. Not sure what level you need for forest wolf armour but I think around 30

Maybe they are using one set to Equipment (cape) and the other set to Avatar (helmet).

You can wear both but one will be in the equip section while another will be in the avatar one.

You can make the cloth and the beast by producing materials. It is pretty easy once you get the hang of it. Basically just hunt anything that looks like a claw in your inventory and looks like a cloth in your inventory. Then go to the blacksmith and produce materials. Easy as one two three! The only set back would be the costing. If you have 10 produced material, you will only get 9. 20 would give you 18, and so on and so forth. Go ahead! Explore :)
