How to use staff user's shockwave?

I have 3 characters at the moment. Sword user, Fist weapon user, and staff user. Whenever I'm either using my fist user or sword user, and my staff user is accompanying me, when she's not up close, she'll use her staff to send out a ranged attack (a white shock wave of some sort). She'll even almost ALWAYS run away to make some distance to use this "shock wave" Is it possible to use this ranged attack when playing as her? If so, how?

Yes by taking the skill power wave you can have long ranged auto attack.
The range increases as you lvl up the skill more.
Its on the mp charge branch of magic skills if you are wondering.

 

What level rank of magic do I need? I'm guessing it's 2? Also, is there an explanation why the AI for the character can use it, when I haven't unlocked it, yet?

 

Its rank 3 magic skills at the bottom. I think they added power wave to mage mercs to make it seem more like a mage since i guess that's their magic attack. It would be weird for a mage to whack a mob to death with a stick...
