tec doesn't really affect success rate for refine. success rate for refine is determine by the ores you use

According to the information on coryn:
Final Success Rate is calculated with this formula:
    (Base_success_rate + TEC/4 + A) × B%
    A is obtained from:
    Mid-Class Refinement Lv 10 gives +5
    High-Class Refinement Lv 10 gives +10
    Expert's Refinement Lv 10 gives +15
    B is obtained from:
    Base number is 50%
Refine Equipment Lv 10 gives +20%
    Mid-Class Refinement Lv 10 gives +5%
    High-Class Refinement Lv 10 gives +5% Expert's Refinement Lv 10 gives +5%
The "TEC/4" part is rounded down, so technically 252 TEC is enough.

That bit is directly taken from the refining guide at coryn.club

The difference between 247 tech and 255 is 8 so for the tech portion it would be a difference of two. You can refer to coryn.club if you want more in depth information (although 255/4 is 63.75 and 247/4 is 61.75. This is rounded down so you only need 252 tech if you're not putting synth skills on the character as well. 252/4 is 63 even). You would need to see coryn to figure out the base success rate depending on the ore being used.
I hope this information helps a little bit
