Skill Mastery Emblem not Updating

    I recently had 5 skills mastered, and just mastered another 5. I did not receive any Emblems associated with mastery of a skill.

    Is there something wrong with this Emblem, or am I misunderstanding the requirements?

    you must master all the skills while retaining them at level 10

    mastered 5 skills - currently 5 skills at level 10 on 1 char
    mastered 9 skills - currently 9 skills at level 10 on 1 char
    and so on
