Staff ATK

Does staff's ATK somehow affects the MATK? I am wondering whats the point of refining a staff if it didn't.
What's the best staff right now?

Yep it does. For general IM7% I+12, use sage staff

 

Rather than indentifying it as atk , it is safer to call it as Weapon Atk (wep atk) , most wep atk are converted 100% to both atk (physical) and matk (magical), but there are also exceptions like knuckles where in they only convert 50% of its wep atk to matk but converts 100% of wep atk to atk.
But as regard to staff , it should convert 100% of its wep attack to atk and matk.

I can't find a IM7% I+12 with element, does such staff exists?

If you want element staff, there will be Element, Element+12%, Int/matk+7%
There may also be
Element, Element+12%, Int+7%, matk+7%
But, the second one is highly gamble stat with around 10% success (on potential 55)
