    No it isn't, that's an item exclusive to Halloween Event, so you have to wait until them to craft it since it is UNTRADABLE.

    By the time the new skills comes out, you may already have one of those. After all it is still under development and we can only speculate the release date of them skills. Besides, after the 4th tier and katana release, i wont be suprised if it will be pushed to december event and kicking the release of warhammer class till 2020.
