It will only close for two reasons
1) all available slots for statting are used up
2) you've used up all available pot and its at 0

What is the formula and min. pot for this two?
And also why i don't see elem+15%? Is 14% is the max for elem%?

These formulas are for weapon since you didnt specify. Atm max for flat stats is +14. Please read 1st page op has answered most of these formula questions.

You can do guaranteed success with cd5% i think
