Halberds are the strongest, but also the slowest.
2h Swords have less power than Halberds, but higher speed to compensate.

Halberds have low accuracy by default and use lots of crit boosting skills to make sure that they hit.
2h Swords have better accuracy, so most of their skills are more focused on quick movements.
both weapons can use skills to raise their crit rate, both have a skill that never misses. their cost and strength are different, though.
2h Swords are more aligned to the sword's "balance" so their skills provide temporary crit, atk and ampr buffs and they can accelerate 1 skill.
Halberds are more directly offensive, so their skills boost their aspd, partially ignore defense and (almost) guarantee a critical hit for 1 skill.
