About Blast cast time.

Suppose I have 8k CSPD, which will make Blast cast time into <1s, then equip the Regislet Magic:Blast Catalyst lv5, which reduce Blast's cast time by 1s. How long is Blast's cast time now? Is it insta-cast or the (base_cast_time - 1) is the new base now?

 

sadly you still need 10k cspd for instant cast even without the registlet.
the base cast time is 4 secs. with registlet, it's 3 secs. with 8k cspd, it should be around 0.3 secs.

the registlet reduces the base cast time.
cspd takes effect after that and Chain Cast is calculated last.

all skills work like this; the only exception is Burst, where the stacks are subtracted from the final cast time after applying all other effects.
