    Each weapon has a minimal chance of hitting without critical (like 50% for barehand, 25% for ohs, etc), so it seems dazzle doubles that value

    it's like the opposite effect of Foresight.

    by increasing your minimum hit rate, the chances of missing/grazed hits gets lower, no matter how high the enemies flee stat actually is.
