Can Katana build able to use Phantom Slash ..?

Just want to know that can Katana build is able to use Phantom Slash ...?

 

No, you need a DW to be able to use it. The weapon icon on the skill at the skill tree makes it pretty obvious...

I think he meant can the stat build (str + dex) apply to dw phantom build. And no, dex for dual is shet
