Try using it directly. Could be the wrong one is on the shortcut button.
E.g. Vaccine 1 is the one you put on shortcut but the one on your bag is Vaccine 3. They look the same so...

Or could be one of the bugs they're fixing right now.

 

Is the reset skill lifetime if not used?

Easy there, we don't even know when it'll be released. Could be a few months, might even take a year. But it's most likely 1 handed.
