You need a high level character with Tech stat 255 (max) to Statt your equipment, the higher the level of your character the higher the Stat.
    lvl 100 +10 cd
    lvl 120 +12 cd
    lvl 150 +15cd
    lvl 220 +22cd easy right?
your proficiency doesnt matter if you are just customizing your equipement with desired stats.

    Afaik:
    - For a statting BS, the BS character's own level is the one that determines the maximum stat achievable when statting, not proficiency level. BS proficiency only affect the amount of material required when statting, higher BS proficiency will reduce the material amount required, but the reduction only happens every 10 level or so.
    - The maximum amount of stat achievable is usually equals to the character's level divided by 10 (except some stats like HP, MP that has different value per "step" like 10 per increment). However, some stats have their cap value (i.e. 20 for crit damage , or 10% for crit damage %, etc.). So no matter if your statting BS char is level 220 or level 2 million, you cannot stat an equipment with crit damage value any higher than 20. Stats with no cap (yet) are fine, though, that's why you can see filled gears with 21 crit rate all over the place (and 22 cr ones, soon, since the level 220 cap has just been released).

You can find out more in coryn website: http://coryn.club/guide.php?key=smith , in "Statting" section.

Nope, stating require only 2 item which is YourLevel and TEC stat.

YourLevel affect how high your stat can go.
TEC stat affect how much potential return you can get.

for detail please go to the guide post there.

Make up your mind. You wanna be a crafter or a statter? You cannot be both in a single character, with the EXCEPTION of crafter lv 220++ as you can max tec stat while also get the main stat beyond 255 after reaching those levels (Correct me if i'm wrong). Statter smith usually a trinity job between statter, synthesizer, and refiner. It is extremely rare to have a crafter as a statter too.

Id want to max my crafter char in the first place for more pot and I would rather not make an extra char for that+1 pot (i.e. 247tech 300vit at level 210 instead of 255tech 292vit) but it is up to you if you are a Min-Max(-er)

You dont need it it would be better to have high prof for stat cost reduction. I think that you are talking about BS vit(armor crafter) (255 tech rest Vit) since this is the usual statter/crafter. Unless you want to craft staffs then go 255tech rest int
