    Do you have background data restricted (if you're on android)? Or try a vpn.. That happens to me sometimes and i simply use a vpn and disconnect once i get in.

    Maybe you have background things going on...
    And a VPN (Virtual Private Network, those things that make you go on restricted sites at school) won't let Toram turn on either
