    No, you can get it after several runs, the drop rate is moderately low.

    I can confirm, I got it after a LOT of tries. I genuinely thought you need to be level 220.
    But no, I got it on level 219.

    The Knuckles are rather interesting.
    I got 8007 ASPD using Quick Aura, the Shrine buff and Giga speed potion.
    +1800 ASPD from Rush.
    Almost 50% motion speed.

    Staff fu with the above apps makes you feel like you're holding two daggers. Pretty cool.

    Also, with the new dagger (Sealing Talisman) you can potentially make a Burst mage for Neutral enemies.
