High Lvl Char for Alch/BS ?

Hi, i just wanna asking.
Do we need a high lvl chat to alchemy/blacksmith char ?
Or it doesnt matter as long as we have high prof ?

You need to be high level because if you're a blacksmith, you need to craft equipment that has high potential (which is you can raise by adding a certain stat. e.g dex for bows, etc) and if you're an alchemist, you need high tech stat so that the success rate for synthing and making items have high success rate.
