I learn English through video games and picked up a little bit of the grammar in a formal school but I haven't attending the proper language school, I could undertand the material I read as I have been reading bunch of books and novels and could picked up what others said to me without any problem (mainly videos as I don't have any language exchange partner and only communicating in English through text based), but when I tried to speak to the other parties there are something that keeps blocking my words to comes out, should I attend the language class to fix my speaking abilities issue?
at this point I could easily understand the material I consume without translating it, the understanding and comperhend proccess are natural

and by the way recently (actually 2 months ago) I picked up Deutsch and attend the language class, now I'm at the level A2, I speak Deutsch better than English

the conclusion I could take from my case are I just need to express more and speak more, but the truth is I really hate school (it slows) I prefer self-study but according my recent activity with Deutsch it seems it wasn't too bad but.....

i haven't learned any language outside of school, and all my advances through games/media were built on the basics from school.
learning independently is certainly possible but requires an array of different sources.
if you only learned through reading/writing you may certainly become able to understand, but lack speach. worst case, you wouldn't know how the language is supposed to sound like and learn it all wrong.

your speaking problem may be a personal thing were you are uncomfortable to converse verbally, but if it only happens with english and not other languages then it's likely because you didn't learn it properly.
watching tv shows/movies with subtitles can give you impressions on how the words can sound like, but are also heavily influenced by accents.
most tv shows were in american english, which had a crass difference to the british english we were supposed to learn.

if you don't like school settings, maybe try apps like DuoLingo.

yeah it seems I need to test more and challange myself with the language (searching a language exchange partner) so I didn't stuck with the current progress, it was like reaching a plateau with benchpress, in order to increase more strength you need to add more set in with heavier weight

thats! but the issue I face are, I prefer text than video, idk im more enjoying the text based material than films, tv show, youtube etc, same things with an anime, if there are anime I like, I switch to read the source of it (light novel and their web novel), and most of the times I also avoid read manga, seems like I'm not a visual person *sigh*

You've already made great progress with English, especially with self-study. If you're struggling with speaking, it might help to practice speaking more often, even if not in a formal classroom. Try conversing with native speakers or language exchange partners online. It's all about building confidence. If you dislike traditional schools, there are other ways to improve your speaking skills.
