Magic Device vs Staff For Bless Skill?

OK so ATM I'm lvl23 in game and for my skill trees I have: Support(Mini heal 3 and I tbh forgot the other one cause I don't use it.) Staff(5 Arrow 3 Javelin /Mastery 3 Wall 3.) And Priest (Holy fist 3 Bless 1) My stats are Int>Dex>Agi ATM 30 in int and dex and about 6-7 in Agi. For weapons I alternate between Wind staff and Magic Device (Klug something with water element because let's be honest the attacks look so cool and alot about Magic Device is amaze.) I wanted to know with Bless is Staff more effective or Magic Device? (II haven't gotten to testing around and I also want a more experienced opinion.)
Edit: Idk if it helps but for Armor iII have Wolf garb Forehead Protector and Straye Badge

 

Bless scales off of INT and MATK. The more you have, the stronger your heal will be. Thus, the heal size is dependent on the ATK stat of your Staff/Magic Device.

I only know the values of Bless at Level 10:
- 65 Base HP heal
- 5 heal intervals, about 3 seconds apart
- 1 HP for every 20 INT
- 1 HP for every 25 MATK
