For mobs it just lowers if the damage is less than their hp as ignite and poison doesnt kill in this game but leaves them at 1 hp. It might be a maxHP fractional instead of currentHP but I doubt it is more than 1% for bosses and 5% for mobs. Its good for taming mobs I guess but it is still ineffective for bosses. The inflict rates tho not bad at all. 95% for md and 75% for staff mages can flinch now too.
