Need Math Help! Ideal Situation Simulation [Max DPS theorycraft]

It seems like Staff Fu would win simply due to its ability to throw more skills out per Snipe casted by Snipers, yes yes? If you were in a party with magic users to prorate for you, Snipe would definitely hit pretty high, but does Staff Fu simply just output more %age in terms of damaging skills? In another scenario, would Staff Fu do better than Snipers in a mixed damage party? Didn't Precaria say that other Weapon Atk classes mess up Snipe's damage due to proration? Would Staff Fu always get the benefits of proration since you're pretty much spamming combos non-stop?
